I saw this in Shogun 2 when the AI attacked by castle and I beat the attackers, but they had a reinforcing army, but that army would not enter the map, therefore I could not kill them to win. There are nasty bugs which can cause you to not be able to kill the last of the enemy and therefore not be able to win the battle, you will have to concede defeat. Never set the battle timer to “Unlimited”
